Tampa City Attorney Julia C. Mandell Joins Carlton Fields

Tampa, Fla. – Carlton Fields is pleased to announce that Julia C. Mandell joined the firm as of counsel in its Tampa office. Mandell will be a member of the firm’s Government Law and Consulting practice group.

Mandell re-enters private practice after working for the City of Tampa Attorney’s Office for 13 years. Mandell, former Tampa City Attorney, began her legal career at the Hillsborough County Attorney’s Office as Assistant County Attorney (from 1996-2003). She then transitioned to private practice and represented government and business clients in a myriad of legal issues relating to real estate and land use, environmental, bankruptcy, and real property litigation. In 2004, Mandell went back to work in the public sector — this time for the City of Tampa Attorney’s Office — and was later appointed by Mayor Bob Buckhorn to Tampa City Attorney.

Mandell is board certified by The Florida Bar in City, County, and Local Government Law. At Carlton Fields her practice will involve a wide variety of government law issues with a focus on land use, zoning, real estate, environmental, eminent domain, and litigation associated within these areas. She also has experience with procurement, RFPs, contract negotiations with government agencies, and infrastructure.

In 2013, when Mandell was appointed to Tampa City Attorney, she received the “Best New Hire” award from Creative Loafing.

Mandell received her B.A., with high honors, from the University of Florida College of Liberal Arts and Sciences, and her J.D. from the University of Florida College of Law.
