Carlton Fields’ Aaron C. Dunlap and Kenneth A. Tinkler Contribute to New Book on State Open Records and Meetings Laws

Carlton Fields attorneys Aaron C. Dunlap and Kenneth A. Tinkler contributed to the newly released book Ensuring an Informed Public: State Open Records and Meetings Laws, published by the American Bar Association. Dunlap served as co-editor of the book alongside retired Carlton Fields attorney Martha H. Chumbler, and Dunlap and Tinkler both authored chapters.

Ensuring an Informed Public discusses and analyzes the features, concepts, and themes shared by states regarding public records and open meeting law and also explores the variation among jurisdictions in both statutes and case law. The book includes a breakdown of public records and open meetings requirements, plus a listing of statutes, constitutional provisions, and explanatory guides for each state’s public records and open meetings laws.

At Carlton Fields, Dunlap advises private developers, lenders, and a variety of other clients on land use and real estate development issues, and represents clients that regularly deal with state and local administrative boards and agencies throughout Florida on both development and nondevelopment matters. He also represents clients on public records and open meeting issues that arise in the course of their business. Dunlap is Board Certified by The Florida Bar in City, County, and Local Government Law, and is based in the firm’s Tallahassee office.

Tinkler is a government law specialist who focuses on resolving disputes with and among government agencies involving land use regulation, environmental permitting, ethics regulation, and election law. He represents individuals and corporations petitioning federal, state, and local government agencies; financial institutions and homebuilders determining project viability; and state, county government, and constitutional officers regarding complex and politically sensitive matters. He routinely advises on public records and Sunshine Law issues that impact government agencies and businesses. Tinkler is a shareholder based in the firm’s Tampa office and is Board Certified by The Florida Bar in City, County and Local Government Law.
