Dan Brown focuses his practice on problems faced by regulated entities. He concentrates in the field of insurance regulation, administrative law, and insurance litigation.

Mr. Brown has extensive experience counseling and representing life insurers, health insurers, and property and casualty insurers, and similar regulated entities regarding product and rate issues, market conduct issues, government investigations and penalty proceedings, and trade secret protections under public records acts.

He regularly represents clients in governmental / regulatory litigation and civil cases that entail complex legal issues and significant risk levels: class actions, False Claims Act suits, high-stakes administrative law proceedings as to the intended imposition of regulatory penalties or impediments to market entry or market exit, high-value life insurance claims, first party property coverage claims, and D&O and E&O coverage claims.

He has a substantial practice in the area of constitutional protections for regulated commercial organizations. He also represents the Florida legislature in cases presenting constitutional issues as to the scope and nature of the legislature’s appropriations power.

During his career, Mr. Brown previously served as law clerk to The Honorable William Stafford, U.S. District Judge, Northern District of Florida, and as Assistant Attorney General for the State of Florida.
