We are deeply saddened by the loss of our colleague and friend, Kelly Cruz-Brown. Kelly contributed much to the firm, the legal profession, and the community during her career with the firm, which spanned nearly two decades. She was an outstanding lawyer and a trusted advocate for our clients. Kelly was kind, positive, caring, and always willing to invest her time for the good of others. She will be greatly missed. Kelly Cruz-Brown co-chaired the firm’s financial services regulatory practice group. She practiced in the area of insurance regulation and administrative law. Her clients included property and casualty insurers, life and health insurers, reinsurers, health maintenance organizations, specialty insurers, third party administrators, premium finance companies, and insurance producers.
Ms. Cruz-Brown represented clients before numerous states’ insurance departments concerning approval for the issuance of certificates of authority, redomestication of insurers, producer licenses, and insurer acquisitions. She also represented insurer clients regarding product approvals, market conduct investigations, solvency examinations, residual market assessments, residual market policy assumptions, and market exits. Additionally, she handled insurer insolvency matters. This work included representing insurers, reinsurers, and financial institutions in receivership matters. On behalf of her insurer clients, she also handled disputes concerning agency actions to deny or discipline insurance licenses, challenges to agency administrative rules, protection of trade secrets, and public records litigation.
In addition to representing insurers, Ms. Cruz-Brown represented health care entities, professionals, and other business interests regarding licensure and disciplinary matters before the Florida Department of Professional Regulation, Department of Health, Agency for Health Care Administration, and other state agencies. Ms. Cruz-Brown was licensed in Florida as a Health Care Risk Manager.
Prior to joining the firm in 1999, Ms. Cruz-Brown worked for the Florida Department of Insurance, where she served as a Senior Attorney with the Division of Legal Services and Division of Insurer Services, handling both transactional and litigation matters.
