Benjamin E. Stearns


Benjamin Stearns focuses on governmental consulting, regulatory compliance, administrative law, and environmental and land use law. He represents companies both challenging and defending competitively awarded government contracts. He also represents businesses in licensing matters before Florida agencies, advises clients on contract preparation, and works with developers and local governments to get real estate projects approved. On behalf of financial institutions, his regulatory and compliance advice includes negotiating enforcement actions with state regulatory authorities, assessing businesses’ tax liabilities, and assisting insurance companies in the development of new product offerings.

Mr. Stearns’ approach to regulatory, compliance, environmental, and land use issues is informed by his civil and appellate litigation work. For example, he represented Florida in its U.S. Supreme Court lawsuit against Georgia over water rights, and handled bid protests in Florida’s Division of Administrative Hearings.

Prior to joining Carlton Fields, Mr. Stearns was the attorney for the Florida Senate Community Affairs Committee where his work focused on growth management and special district legislation. Before becoming an attorney, Mr. Stearns obtained a master’s degree in journalism and spent a year working on his Japanese in Osaka.
