Carlton Fields Attorneys Scott P. Pence and William P. Sklar Awarded Top Honors from The Florida Bar

Tampa, Fla. – Carlton Fields is pleased to announce that Tampa Shareholder Scott P. Pence and West Palm Beach Of Counsel William P. Sklar each received awards from The Florida Bar’s Real Property, Probate and Trust Law (RPPTL) Section at its annual convention in Bonita Springs on June 2, 2017.

Pence received the RPPTL section’s Rising Star Award, which is given to a section member who has demonstrated the potential for future section leadership through active participation in the RPPTL section’s committees and projects. He is the Chair of the RPPTL section’s Construction Law (CLC) and Insurance and Surety Committees. He is also the editor-in-chief of “Insurance Matters!,” a newsletter distributed by the Insurance and Surety Committee.

Sklar received the John Arthur Jones Annual Service Award. This honor is given to a Section member who has rendered dedicated and significant service to the Section and its programs throughout the year. Sklar’s peers recognized him for his extraordinary efforts in lobbying state lawmakers on numerous proposed bills on behalf of the section during the recently concluded annual legislative session.  

He is the Chair of the RPPTL section’s Condominium and Planned Development Committee.

At Carlton Fields, Pence represents developers, owners, architects, contractors, and subcontractors in the preparation, negotiation, modification, and administration of all types of contracts and forms related to construction and development transactions. His practice also includes reviewing and advising clients with respect to insurance and risk management issues. Pence has been involved in many large, complex projects both in the State of Florida and across the country, including major stadiums, arenas, ballparks, airports, energy facilities, pipelines, hospitals, education facilities, hotels, casinos, and first-responder training facilities.  

Pence is Board Certified in Construction Law by The Florida Bar. He is AV-Rated by Martindale Hubbell. He received his J.D. from the William and Mary Law School and his B.A. from George Mason University.

Sklar represents developers and lenders. He assists them with planning, drafting, and the development of residential, commercial, and complex mixed-use condominiums, and planned developments. He also serves as regulatory counsel in compliance matters under numerous federal, state, and local statutes; regulations; and ordinances, including the Interstate Land Sales Full Disclosure Act (ILSA), Fair Housing Act, and Florida Condominium and Homeowners Association Acts. Additionally, he represents clients in real estate transactions and financing and appears before the Florida Legislature, state agencies and the Governor’s office regarding public policy involving real estate.

Sklar is Board Certified in Real Estate Law by The Florida Bar and by the Supreme Court of Florida as a Circuit and County Court Mediator. He received his J.D. from the University of Miami School of Law and his B.B.A. magna cum laude from the  University of Miami, where he has served on the UM Graduate Faculty teaching advanced courses in condominium and planned development law for 38 years.
